Should we measure a scout's WAR?

Maybe not WAR specifically.  An area scout in North Dakota, in terms of opportunity for players to make it to the big leagues, has a much more difficult job than one in Florida. 

But when millions of dollars are on the line in terms of player contracts.  When the difference in round 1 vs round 2 means you might not get your guy, how does the industry identify the best of the best when it comes to talent identification?
